Assistance with the Preparation of a Proposal to the City of Milpitas, California, for Recyclables and Organics Collection Processing and Disposal Services

GBB assisted CWS with the preparation and submittal of a proposal for collection services in response to a Request for Proposals (RFP) by the City of Milpitas, CA. GBB was responsible for modeling and preparing costs and pricing forms for the services to be provided in the scope of work as required by the RFP. The GBB Project Team also:

• Created a schedule for the completion of the tasks required to prepare and produce the proposal;
• Generated a data needs list of information needed from CWS, the City, and CWS’ partners to complete the proposal, with deadlines for completion;
• Observed and analyzed CWS operations in Milpitas over five days, to properly understand the scope of the RFP and the resources available to, and needed by, CWS to complete the scope;
• Provided internal drafts of the proposal document and ensured that the final document was produced and delivered on time.

Assistance with the Preparation of a Proposal to the City of Oakland, California for Garbage and Recycling Collection Services

GBB assisted CWS with a collection proposal planning and development project to prepare and submit its response to the City of Oakland’s Request for Proposals (RFP) for garbage and recycling services.

The GBB Project Team developed an in-depth understanding of the RFP and of the solid waste management/recycling landscape in Oakland, provided extensive proposal strategic guidance, led the internal and external teams with the preparation of the technical and cost proposals, and produced the draft and final proposal documents. GBB also developed rate and pricing models used in estimating pricing and options offered to the City of Oakland.

Assistance with the Preparation of a Proposal to the City of San Jose, California, for Residential Collection Services

GBB assisted CWS in preparing a proposal to respond to the City of San Jose’s Request for Proposals (RFP) to provide garbage and/or recycling services. GBB assistance required a careful review and understanding of the RFP and other documentation on the San Jose waste system as well as current services and metrics for developing CWS’s technical and services approach. GBB was called upon to develop a detailed plan for the development of the proposal, organizing CWS’s proposal team both internal and external, preparing drafts for internal review, and publishing the final version of the proposal for submission. Additionally, GBB was responsible for preparing a rate and pricing model that provided the basis for estimating the pricing that CWS included in its proposal to the City of San Jose per the City’s RFP requirements. GBB senior staff worked closely with CWS staff in reviewing collection operations in San Jose to gather background on the service areas and in efforts to establish reasonable performance parameters for the rate model. CWS provided data and information on its existing administration and operations to assist GBB in developing its cost estimates. The output was a working Excel workbook that includes and generates pages that are the same as the Cost Forms included in the City’s RFP.

This effort culminated in the delivery of the required number of proposal sets and more importantly, the award of all the residential recycling collection and processing services to CWS for an initial six-year term, which has been extended another eight years.

Expert Opinion Services and Arbitration Proceeding Support – MRF Litigation

GBB was hired to provide expert opinion services in a contractual dispute between California Waste Solutions, Inc. (CWS), a Materials Recovery Facility (MRF) owner/operator, and the City of San Jose, California’s contracted service provider for residential waste and recyclables, Norcal Waste Systems, Inc. In preparation for deposition and testimony before an arbitrator, GBB analyzed hundreds of documents including manuals, financial records, correspondence, delivery records, and reports provided by other consultants; provided expert opinion as to the net present value of estimated damages already incurred and forecasted potential future damages through the remaining term of the contract. GBB’s work included an on-site tour, observations, and a review of procedures and equipment usage vs. rated capacity. GBB gave a deposition and also testified before the arbitrator regarding its expert report findings. The arbitrator awarded CWS $5.2 million based on GBB’s report and testimony.
