Mr. Seader has over 40 years of professional consulting experience, including capital project planning, development, and financing in environmental management, energy, and infrastructure projects, as well as privatization and other public/private programs and partnerships. For a variety of clients, he has undertaken economic analysis, financial structuring, project packaging, contract negotiation, feasibility analysis, investment presentations, and project management. A certified urban planner, he has conducted a wide range of studies and projects in environmental assessment, land-use planning, urban management, water supply, wastewater, and storm drainage.

He is a former Director in the PricewaterhouseCoopers Energy/Utilities Practice in Washington, D.C., where he specialized in Strategic Change. In that role, he analyzed and implemented alternative service delivery models in environmental infrastructure, focusing on the efficiency and effectiveness of public-sector service delivery and the potential for private-sector participation in delivering public services.

As co-founder and President of the National Council for Public-Private Partnerships (formerly the Privatization Council) and founding editor of The Privatization Review, he has been a leading proponent and spokesperson for public-private partnerships in service delivery and infrastructure development. During this same time, as a developer, commercial project finance banker, and financial advisor, he has focused on privatization and partnership transactions in solid waste management, medical waste management, biosolids handling, aviation, surface transportation, utilities, water, and wastewater.
