Solid Waste User Fee Feasibility Study (Towns of South Kingstown and Narragansett, Rhode Island)

The Towns of South Kingstown and Narragansett engaged GBB to study its current solid waste and recyclables system and costs and develop implementation options that would include expanded recycling and volume-based user fees.  GBB evaluated the current solid waste management system, identifying its different elements and costs, and provided an overview of variable rate pricing systems.  The analysis of variable rate systems included advantages and disadvantages of various programs operating in the United States and presented specific alternatives for establishing these systems in the Towns.  The evaluation also included an assessment of the current refuse collection and waste handling system and the need to implement a town-wide curbside refuse and recyclables collection program.

Based upon the Town Council(s)’ decision on how to proceed, GBB will also prepare an Invitation for Bid for the selected services and assist the Towns in evaluation and contracting efforts for the desired implementation services.
