Gershman, Brickner & Bratton,
Inc. (GBB) was selected by the Metropolitan Government of
Nashville and Davidson County to implement a path-routing
geographic information system for the new curbside recycling
collection using the FleetRoute software. This effort involved
obtaining house counts and constructing a GIS database for
the 130,000 single family homes in the Urban Services District
that were to receive recycling collection from Metro. House
addresses were geocoded and the various databases integrated
and verified.
Field verification and observations
were conducted before and during the route implementation
for greater accuracy. The areas of Nashville were divided
into two groups based upon the appropriate type of collection
vehicle: automated or semi-automated. Routes also guided the
delivery of wheeled carts.
The FleetRoute Team provided
Metro the following outputs: color driver and management maps;
streetby-street and minute-by-minute driving directions, statistical
reports for each route, and ad-hoc mapping and analysis for
both the automated and semi-automated routes. The routing
began in January and the routes were provided to start crew
training and testing in March with cart delivery starting
in April. Collection on the routes started in May 2002 and
fully implemented in November 2002.

The gains for Metro are fewer
routes, trucks and crew, lower costs, and a balanced workload.
Other benefits included the establishment of a customer service
database, which is used by the city wide call center and the
adoption of a new street network for use by other City departments.
GBB was the lead of a consulting
team for the Metropolitan Government of Nashville and Davidson
County (Metro) in preparing a strategic plan to assess various
long-term strategies for meeting both the solid waste management
and recycling needs of Metro and the energy needs of Nashville
Thermal Transfer Corporation (NTTC) customers. The first step
in the evaluation of the overall solid waste system was to
develop a full cost accounting model for Fiscal Year 2000
for the Division of Waste Management. This effort resulted
in accurate cost data for the collection business units that
could be used for benchmarking, including cost per ton by
program and cost per customer. Performance data were collected
on each operation in the Division of Waste Management including
collection, recycling and disposal by means of field surveys.
A full range of options was developed for Metro, from minimal
level services to a proactive recycling program with superior
services. Information from these three efforts was used to
develop a Waste Management Model. This model was used to evaluate
the costs of several scenarios which projections improved
and expanded collection services. The results of all of these
efforts were documented in a report and presented to Metro,
the Administration selected the preferred option, and it was
approved by the City Council. The GBB consultant team continues
to assist Metro with the implementation of the waste management
plan, including purchase of collection vehicles and carts,
rerouting and initiation of the new recycling program.
