Project Recognized with 2005 Public-Private Partnership Award
GBB President Harvey Gershman Accepts
Award as Metro Nashville’s Project Administrator
Fairfax, Virginia (February 1, 2006)
– Gershman, Brickner & Bratton, Inc. (GBB) announced
today that the Metropolitan Government of Nashville and Davidson
County (Metro), has been recognized with a prestigious award
by the National Council for Public-Private Partnerships (NCPPP)
for its successful partnership with Constellation Energy Projects
& Services Group (CEPS) in development of a new District
Energy System (DES). GBB President Harvey Gershman, DES Project
Administrator, accepted the award on behalf of Metro during
an awards banquet held on November 16, 2005, in Alexandria,
VA.

The state-of-the-art District
Energy system is projected to save Metro nearly $67 million
in its first 10 years of operation. The new award-winning
DES provides heating and cooling for approximately 40 buildings
in downtown Nashville, including the State Capitol and other
government buildings; the NFL's Tennessee Titans stadium;
the Gaylord Entertainment Center, home of the NHL’s
Nashville Predators; and a number of privately owned office
buildings and hotels. CEPS was selected by Metro to design,
construct and operate the new $46 million district energy
system in Nashville.

a true public-private partnership that has successfully made
Nashville home of one of the finest, most successful district
energy systems in North America.”
GBB has been involved with
Metro since preparing a comprehensive analysis of its solid
waste management system. With that information, Metro selected
the alternative of replacing its aging Nashville Thermal Transfer
Corporation ("Thermal") waste-to-energy facility
with a new energy-generating facility and improvements to
its energy distribution piping at its new DES so that steam
and chilled water services could continue to current and future
customers in downtown Nashville. GBB was retained by Metro
to manage the procurement process for selecting the contractor
to design, build and operate the new DES, the implementation
of the project, and the demolition of Thermal. GBB continues
to serve as Metro's Project Administrator, overseeing all
phases of the project, including management of the new DES,
financial and system planning, customer service, and adding
new customers.

organization, recognizes organizations that have successfully
completed a unique and innovative public-private partnership.
This prestigious award recognizes projects and individuals,
illustrating some of the best practices and applications in
the field of public-private partnerships.
