New Transfer Station to be Built
in Charles County, MD
GBB Assisting with Procurement Process
of Turnkey Construction Project
Following GBB’s study on the
feasibility of developing a transfer station at Charles County’s
existing landfill and contracting for operation, transport, and
disposal services, the County has elected to move forward with the
procurement process for the turnkey construction of a transfer station.
As part of the initial feasibility
study, GBB visited the landfill site and reviewed existing County
landfill operations and cost data. An economic analysis of the capital
and operating costs of a new transfer station was then prepared,
followed by the final Feasibility Report which included the economic
analysis, certain considerations, issues, and needs associated with
privatization and the procurement contemplated by the County, certain
factors in the region that may impact the procurement, and other
findings, conclusions, and recommendations from GBB’s review
of data, research, and analysis.
As the procurement process is initiated,
GBB has been retained to draft and finalize the RFP and related
documents. GBB staff will also participate in the preproposal meeting
and take the lead in drafting an initial response to technical questions
asked by potential proposers.
Over the years, GBB has provided
solid waste management consulting services to most counties and
cities in the Washington Metropolitan Region, and most of the counties
in Maryland. In addition, GBB has extensive knowledge of the County’s
solid waste landscape having previously assisted Charles County
through preparation of the County Recycling Plan, an assessment
of Household Hazardous Waste Program Feasibility, and a Regional
Waste-to-Energy Project Feasibility Study in which the County was
a participant. GBB also advised Charles County when it was considering
privatization of its landfill operation.
