GBB to Provide Independent Review of City of Charlotte’s Solid Waste Services Department GBB announced that it has been selected by the City of Charlotte, NC, to perform an independent review of the City’s Solid Waste Services Department. With the objective of identifying potential opportunities for improved efficiency and effectiveness, the GBB Project Team will review and analyze operations, consult with stakeholders, report on findings, and provide constructive and actionable recommendations.
John G. Carlton Joins GBB as Vice President Consultant and Public-Sector Senior Executive has over 20 Years of Solid Waste Management Experience GBB is pleased to announce that John G. Carlton, P.E., BCEE, has joined the firm as Vice President. Based in New Jersey, he has more than 22 years of solid waste management experience as a consultant and in executive positions for public-sector authorities. Prior to joining GBB, he most recently served as Project Director and Project Manager for landfill baseliner and closure designs, landfill and composting operator procurements, solid waste management plan development, waste-to-energy, and landfill photovoltaic projects for CDM, a national consulting, engineering, construction and operations firm.
In a Court Order dated March 17, 2008, U.S. District Court Judge Frances M. Tydingco-Gatewood appointed GBB to be Receiver with full responsibility for bringing the Guam Solid Waste Management Division, now the Guam Solid Waste Authority, into compliance with the 2004 Consent Decree for violation of the Clean Water Act. Court Order: Quarterly Status Hearing; Official Closure of Ordot Dump; and Official Opening of Layon Landfill On September 2, 2011, U.S. District Court Judge Frances M. Tydingco-Gatewood issued a court order that included a brief background of the case and the following statement:
"After approximately three years and five months since its appointment, the Receiver has effectively dealt with many challenges to reach two major milestones under the Consent Decree—the closing of the Ordot Dump and the opening of the Layon Landfill. The court commends the Receiver for its efforts and the tremendous progress it has made thus far."

Fort Wayne, IN, Collection Programs: Improved Services; Lower Costs; Increased Recycling! GBB Assisted City with Program Review / Procurement / Contracting In April 2010, GBB was selected by the City of Fort Wayne, IN, to review garbage and recycling collection programs; provide recommendations/direction for future programs; and oversee/support the procurement and negotiations process with vendors. The City ultimately received bids from five companies, and in mid-September 2010, the Fort Wayne City Council approved four contracts with National Serv-All to collect and dispose of the City’s trash and recyclable materials for at least seven years. The agreement is expected to provide more services to residents, for less money, while improving recycling participation.
